I. Position and Functions


The Hội An Center for the Conservation of World Cultural Heritage (hereinafter referred to as “the Center”) is a public non-business unit under the Department of Culture, Sports and Tourism of Đà Nẵng City. It operates under the direction, guidance, and inspection of the Department of Culture, Sports and Tourism of Đà Nẵng City and the Ministry of Culture, Sports and Tourism, and is subject to guidance and supervision regarding World Heritage management as recognized by UNESCO through the Vietnam National Commission for UNESCO. The Center has legal status, its own seal, and its own bank account for official transactions.

The Center functions as an advisory and implementing body for the management, conservation, and promotion of the value of the World Cultural Heritage Site of Hội An Ancient Town, including the following areas:

1. Management and protection of the heritage values of Hội An Ancient Town

2. Development of heritage databases

3. Scientific research on history and culture

4. Collection, inventory, identification, study, and proposal of solutions for conserving and promoting tangible, intangible, and documentary heritage

5. Preparation of management dossiers and submission to competent authorities for classification or recognition of relics, artifacts, intangible cultural heritage, and documentary heritage

6. Conservation, restoration, rehabilitation, and project management of monument conservation works

7. Collection, management, preservation, and display of artifacts for the Hội An Ancient Town Heritage Museum

8. Compilation and publication of printed materials

9. Dissemination, communication, promotion, heritage education, and legal education on heritage

10. Revival and transmission of performing arts traditions

11. Organization of traditional festivals and cultural events

12. Organization of tourism products, ticketing, and visitor interpretation services

13. Consultancy, community cooperation, and coordination with localities, agencies, and relevant units in heritage management, conservation, and value promotion

14. Provision of cultural and tourism services

15. Application of science and technology

16. External relations, exchange, and international cooperation

17. Coordination in the conservation and promotion of the Cù Lao Chàm – Hội An World Biosphere Reserve

 

II. Duties and Powers


The Center performs its duties and powers in accordance with the law on the protection, conservation, and promotion of the value of the World Cultural Heritage Site of Hội An Ancient Town, specifically as follows:

1. To advise on and organize the implementation of international conventions and Vietnamese legal documents related to the protection and management of the World Cultural Heritage Site of Hội An Ancient Town.

2. To advise on and organize periodic monitoring of the conservation status of the original elements of the World Cultural Heritage Site of Hội An Ancient Town in accordance with regulations, including integrity and authenticity; structural sustainability of architectural works; sustainability of intangible cultural heritage; and other original elements constituting the site’s Outstanding Universal Value.

3. To organize ticket sales, collection of entrance fees, and related services within the Hội An Ancient Town Heritage Area; and to manage and use such revenues in accordance with the law.

4. To advise on and provide professional comments, when authorized by superior authorities, on dossiers for permits involving repair, renovation, and construction of private houses, monuments, projects, planning schemes, and socio-economic development programs within the protected area of the World Cultural Heritage Site of Hội An Ancient Town; and to perform duties stipulated in the Regulations on the Management and Protection of the World Cultural Heritage Site of Hội An Ancient Town.

5. To formulate and implement programs, plans, and investment projects for the preservation, restoration, rehabilitation, landscape enhancement, and promotion of the World Cultural Heritage Site of Hội An Ancient Town in accordance with current regulations; to manage the Smart Heritage Urban Operations Center; and to implement support mechanisms for privately and collectively owned monuments within the protected heritage area.

6. To manage projects concerning preservation, restoration, rehabilitation, and landscape enhancement; to apply science and technology to the protection, preservation, restoration, rehabilitation, and enhancement of the World Heritage Site; and to participate in research and proposals on procedures and regulations for conserving, restoring, rehabilitating, and promoting the heritage value of Hội An Ancient Town.

7. To conduct scientific research on the World Cultural Heritage Site of Hội An Ancient Town in the fields of archaeology, history, architecture, fine arts, population, commerce, and cultural exchange; to organize collection, identification, and inventory activities; to propose solutions for conserving, restoring, and promoting the value of tangible, intangible, and documentary heritage; to conduct surveys, collection, research, and documentation of monuments, relics, artifacts, intangible cultural heritage, and documentary heritage for management, conservation, promotion, database development, and submission to competent authorities for classification and recognition; and to compile and carry out procedures for printing and publishing materials on the history and heritage of Hội An Ancient Town for communication, promotion, transmission, and school education purposes.

8. To manage and promote museums and monuments within the Heritage Area assigned by the City People’s Committee; to provide interpretation and visitor guidance services; to organize or coordinate service and experiential activities for public visitors, researchers, and learners at museums and monuments under the Center’s direct management; and to conduct research, collection, preservation, inventory, and display of documents and artifacts, as well as mobile exhibitions when required.

9. To coordinate with organizations and local authorities in organizing heritage education activities; to disseminate information and encourage public participation in the conservation and promotion of the World Cultural Heritage Site of Hội An Ancient Town; and to promote the protection of historical and cultural relics and the socialization of conservation, protection, and restoration efforts.

10. To coordinate the conservation and promotion of heritage values in the wards of Hội An, Hội An Đông, Hội An Tây, the commune of Tân Hiệp, and the Cù Lao Chàm – Hội An World Biosphere Reserve.

11. To organize cultural events, festivals, tourism services, external cultural activities, and promotional activities introducing the World Cultural Heritage Site of Hội An Ancient Town to domestic and international audiences and visitors; to coordinate with localities in organizing cultural events and festivals; to connect and implement communication plans promoting local cultural and tourism service products; and to promote local cultural and tourism titles and distinctions in the localities of Hội An Ward, Hội An Đông Ward, Hội An Tây Ward, and Tân Hiệp Commune.

12To coordinate the development and implementation of training and capacity-building plans for human resources in the field of conservation and promotion of the World Cultural Heritage Site of Hội An Ancient Town in accordance with current regulations; and to organize transmission and practice activities for traditional performing arts and crafts associated with the heritage.

13. To implement international cooperation programs; to receive international cooperation and assistance from governments, non-governmental organizations, and foreign individuals; and to organize activities within the UNESCO Creative Cities Network and networks of heritage cities.

14. To manage professional activities, finances, assets, facilities, and personnel in accordance with the assignment and decentralization of superior authorities; and to manage and use all funding sources effectively and for their intended purposes in accordance with state regulations.

15. To implement periodic and ad hoc information and reporting regimes on the performance of assigned duties in accordance with current regulations.

16To perform other duties assigned by the Director of the Department of Culture, Sports and Tourism and heads of competent authorities in accordance with the law.
